There are a couple of these in DC so it's a chain but it's a pretty reliable place to just sit and relax with a nice simple meal/drink if you need a break.

This cafe is cute, interesting, and serves yummy food. Mostly Asian Fusian plus loose leaf teas and desserts.

Love this place for delicious tea (especially the Chai) and cookies. Their breakfast is also amazing. Plus this location is incredibly charming. Be sure to take your food upstairs to eat. You'll see what we mean.

Good for dates and solo outings, serene two-story spot for tea in Dupont serves ample choices of tea (no coffee), Asian-inspired bentos, curries, and cold noodle salads. Don't miss the the ginger scones or salted oat cookies.
